The 0% VAT Window: Why March 2027 is Your Hard Deadline

Introduction
HMRC Notice 708/6 provides a 0% VAT rate on Energy-Saving Materials (ESMs) but it expires on 31 March 2027. Key insight: To qualify, you must use a 'Supply and Fit' contract.
Understanding HMRC Notice 708/6
HMRC Notice 708/6 provides a 0% VAT rate on Energy-Saving Materials (ESMs) including solar panels, heat pumps, and battery storage—but this relief expires on 31 March 2027.
For a typical self-build project with a comprehensive renewable energy system, the VAT savings can exceed £15,000. Missing this deadline means paying full 20% VAT with no mechanism for reclaim.
The 'Supply and Fit' Requirement
Here's the critical detail most self-builders miss: To qualify for 0% VAT, you must use a 'Supply and Fit' contract.
This means:
- ✓ Eligible: Hiring an MCS-certified installer who supplies AND installs the equipment
- ✗ Not Eligible: Buying panels yourself and hiring labor separately
- ✗ Not Eligible: DIY installation with purchased materials
HMRC's logic: The zero-rate applies to the service of installation, not the materials themselves. If you buy panels retail, you pay 20% VAT upfront with no route for reclaim.
What Qualifies as an Energy-Saving Material?
Under Notice 708/6, the following qualify for 0% VAT until 31 March 2027:
- Solar PV panels and inverters
- Battery storage systems (subject to capacity limits)
- Air-source and ground-source heat pumps
- Heat pump cylinders and associated pipework
- Mechanical ventilation with heat recovery (MVHR) units
Critically, this does NOT include:
- Standard building materials (even if energy-efficient)
- Triple-glazed windows (unless part of a heat pump installation)
- Insulation materials
Your Action Plan
- Confirm your contractor is MCS-certified (mandatory for 0% VAT)
- Ensure your contract explicitly states 'Supply and Fit'
- Obtain a written VAT declaration from your installer before work begins
- Complete all ESM installations before 31 March 2027
- Keep detailed invoices showing 0% VAT rate applied
Don't leave £15,000+ on the table. This window closes in March 2027 and won't be extended.
